Civil Defense / Civil Reaction

Xeni Jardin has posted an interesting example of how Cuban civil defense handles hurricane situations in comparison to the U.S. Yes, Cuba is a lot smaller than the U.S., but they do get battered by a lot of hurricanes. It does show a basic difference in philosophy. Obviously with what is going on in New Orleans, we are not prepared.
